Panhandling and Solicitation

City Ordinance 2018-06 regulates panhandling. The intent of this ordinance is to protect the health, safety, and welfare of the citizens of and visitors to the City of St. Augustine, while also recognizing, but not limiting, the constitutional right of a person to solicit, panhandle or beg in a peaceful and non-threatening manner. Ordinance 2018-06 prohibits aggressive panhandling practices and enforces distance based regulations in order to designate restricted areas in which panhandling and begging are not permitted.

Ordinance 2018-06 passed on first reading at the February 26, 2018 City Commission Meeting, and passed on second reading at the March 26, 2018 City Commission Meeting
