Right-of-Way Permits

The City of St. Augustine requires a Right-of-Way Use Permit for any work performed within or affecting the City’s rights-of-way. This work includes, but is not limited to construction, access to and/or special use of the right-of-way for such purposes as:

  • Curb cuts
  • Driveway addition or modification
  • Exterior building work that blocks part of a City street or sidewalk
  • Landscaping and irrigation in right-of-way
  • Parking in right-of-way
  • Paving and striping work in right-of-way
  • Sidewalks and handicap ramps in right-of-way
  • Utility work in right-of-way

Note that the City may place limits on permitted work.

To avoid certain periods such as "Nights of Lights"; or, place other restrictions for the safe and efficient execution of the work, to reduce impacts to the public.

Applications

Complete an application through the City's Permit Portal. If you do not have an existing Permit Portal account, click here to create an account. Once logged into the Portal, click Create New Application, then select Right of Way.  Select the application type, either General (driveway apron installation, lane/road/sidewalk closure, etc.) or Utility (for Utility providers).
