Neighborhood Residential Parking Permit

The controlled parking in residential areas policy (PDF) is intended to alleviate chronic levels of commuter vehicle parking along streets with adjacent residential properties and is a reasonable exercise of the city's police power to prohibit the stopping, standing or parking of a vehicle in the controlled parking residential areas without the appropriate permit. 

Permits & Applications

In order to establish Controlled Parking Residential Area restrictions in your neighborhood, a residential block must have parking overspill from out-of-area vehicles on an ongoing basis at least two days per week, with the following criteria being met:

  • 25% or more of those vehicles are not registered in the name of a person residing in the area
  • 50% of on-street parking is utilized
  • Petition with at least 60% of households on each block

This is known as the 60/50/25 rule. 

To demonstrate this condition on the street, you will need to file a signed/completed residential parking petition (PDF)

The steps for Creating a Neighborhood Residential Parking Permit Program are as follows:

  1. The petition form must be signed by 60% of the households in the proposed Residential Parking Program area. Petitions may only be signed by one member of a household. Residents can propose unique times and days of the week.
  2. Submit petitions to the Parking Division, 50 Bridge Street, St Augustine, FL 32084 or email tbennie@citystaug.com
  3. Field surveys are conducted by the Parking Division. More information regarding that process can be found in the Policy Manual.
  4. Once the survey determines the neighborhood warrants RPPP each household will receive: Boundaries of zone, the effective date, zone rules, (including hours), and procedure for obtaining parking permits.
