City to establish cart fees for new residential customers

Fees go into effect upon City Commission approval on March 22


The City of St. Augustine will establish a Cart Initiation Fee for new residents, effective immediately, upon approval of the City Commission at its regularly scheduled meeting on Monday, March 22, 2021.  In addition to the $100 Cart Initiation Fee, a Cart Swap Fee of $30 will also go into effect for existing customers who request a new cart.  The fees will apply to one (1) 65-gallon household trash can and one (1) 65-gallon recycling can.

The City of St. Augustine provides solid waste services, operated by the Solid Waste Division, as an enterprise fund for residential and commercial properties, including recycling, bulk collections, and yard waste, based on fees and charges established by ordinance of the City Commission.    Adding a Cart Initiation Fee and a Cart Swap Fee is consistent with the commission’s authority as defined in Ordinance 2017-31 to establish rates and fees as necessary to meet the City’s obligations relating to the Solid Waste operation and to meet all other obligations of the City related to Solid Waste.

Utilities Director Todd Grant remarked, “The Solid Waste Division historically spends between $10,000 and $20,000 annually on new trash and recycle carts, and those are hand-delivered by staff to the resident.”  Grant continued saying, “In the next two years, we anticipate more than 200 additional residents receiving solid waste services, and the cost of those bins and carts is not included in the monthly residential fee.”  The proposed $100 fee is expected to cover the purchase and delivery cost of the carts.

As for the Cart Swap Fee, when a homeowner requests a new cart, whether they are a new resident or just would like a new, clean cart, the $30 fee will cover the delivery cost of the new cart and the service cost to clean and pressure-wash the old cart before returning it into service.
