Second Public Hearing Notice - Application for Homeless Coalition of St. Johns County
SECOND PUBLIC HEARING NOTICE

The City of Augustine plans to apply to the Florida Department of Economic Opportunity (DEO) for the Florida Small Cities Community Development Block Grant Program (CDBG) for $247,365 for FFY22 in the area of Housing Rehabilitation. The activities, dollar amounts and estimated percentage will benefit low-and-moderate income persons in the City of Augustine. The application will be submitted to DEO on or before May 5, 2023.
The activities to be carried out are as follows:
Emergency Services and Homeless Coalition of St Johns County, Inc. (ESHC) is a non-profit 501(c)3 organization focused on providing affordable Permanent Housing with Supportive Services and Transitional Housing to homeless parents and their minor children who have encountered difficult times and are in crisis.
ESHC currently owns twenty-three (23) homes, of which twenty-one (21) reside in the city on a five (5) acre campus. The campus was previously a railroad worker community in the early 1900’s and seventeen of the homes are over 100 years old. Currently two (2) of the homes are used as offices, a business office and supportive service office which also serves as a food pantry and clothes closet for the community. ESHC would like to use the CDBG funds to renovate five (5) century old homes, update and repair four (4) homes and create concrete parking pads behind the homes for safe and secure parking for our homeless families.

The City of Augustine does not anticipate that anyone will be displaced as a result of CDBG funded activities. If any persons are displaced because of these planned activities, the City of Augustine will assist as described in the City’s anti-displacement and relocation policy, which is available for review at City Hall.
A public hearing to provide citizens an opportunity to comment on the application will be held on Monday, April 24, 2023, at 5:00 PM or as soon thereafter as possible at the City of St. Augustine City Hall, City Commission Meeting Room, 75 King Street, St. Augustine, Florida 32084-4386. A draft copy of the application will also be available for review during normal business hours at the City of Augustine City Hall located at 75 King Street, St. Augustine, Florida by noon on Tuesday, April 25th, 2023. Persons wanting to submit written comments on the application should send them to Eric Walters, by email at ewalters@citystaug.com or by mail to City of St Augustine, P.O. Box 210, St. Augustine, Florida 32085-0210, no later than Friday, April 28th , 2023.
A copy of the final application will be available for review at the City of Augustine City Hall, no later than Friday, May 5th, 2023. The application will be submitted to DEO on or before Friday, May 5th, 2023.
