Biography

Garris started her career with the City 13 years ago as a parking attendant at the VIC Parking Garage, and then as Custodian for Governor's House Cultural Center and Museum and Police Station. She served as Facilities Coordinator for 10 years, until she retired in 2021. In 2022, Garris was sworn in as Commissioner, the first City staff and black female to do so.

She has spent her life and 23 year career in local government focused on being an asset by providing quality customer service. Her goal in life is to empower people in the community, inspire future generations by leading by example, letting them know their dreams are attainable.

Before being employed by the City, Garris created the Women's Support Group at the Dr. Martin Luther King Jr. Community Center. While employed there, she was also responsible for the “Feed a Friend” program, where she provided breakfast and housing referrals for homeless individuals. Then, she worked in the Naval Underwater System Center as a missile control clerk, assisting engineers with harpoon and tomahawk operations. Garris later retired after 10 years of service with the St. Johns County Clerk of Courts.

Her community involvement includes 1st and 2nd Vice President positions with American Legion Auxiliary Alton Green Unit 194, former Board Member of the Betty Griffin Center, former member of the City's Special Events Committee for over a decade, and former New Mt. Moriah Christian Ministry Welcome and New Member. Garris delivers meals prepared by Victorious Covenant to older adults, and participates in Pink Up the Pace breast cancer fundraising events.

Outside of work, Cynthia likes to spend time with her four children, Eddie, George, Hazel, and little Pete, grandchildren Cynthia and little Eddie, and dog China.
