New mayor appointed by city commission to complete term of Nancy Shaver
Tracy Upchurch is St. Augustine’s new mayor having been appointed to the position by unanimous vote of the City Commission during a special meeting held this morning at City Hall.
The vacancy was created when Nancy Shaver resigned the position on February 28 in order to concentrate on her recovery from a stroke she experienced on February 25.
This is not the first time Upchurch has been a member of the Commission having served as a City Commissioner from 1988 to 1992 and served as Mayor from 1990 to 1992. Upchurch is Associate Professor of Law and History at Flagler College where he also serves as director of the Frank D. Upchurch, Sr. Endowed Law Program.
Upchurch becomes mayor upon taking the oath of office which must be done within 10 days of the vacancy occurring which is March 10. Upchurch’s appointment is to complete Shaver’s term of office which ends on December 7, 2020.
